Residence permits are issued for foreigners who intend to stay in Finland longer than three months. A residence permit is also required if a person intends to stay in Finland less than three months but intends to work in the country. There are exceptions to this rule for the citizens of other Nordic countries and EU citizens.
Persons wishing to apply for residence permit to Finland must apply for and obtain the residence permit from the Embassy before leaving for Finland.

you have family ties with Finland
you are of Finnish descent
you are going to study at an educational institution in Finland
you are eligible for a residence permit for an employed person
